Center to Eliminate Health Disparities

Since its inception in 2003, the Center to Eliminate Health Disparities (CEHD) has been involved in a number of projects designed to address health inequities through advancing Health System solutions and addressing the Social Determinants of Health, two core areas of work for the CEHD. Recognizing that long term solutions require both a global perspective as well as vastly increased attention to and capacity effect change at the micro and macro levels, Global Health and Leadership Training have emerged as additional core work areas for the CEHD. CEHD develops new, innovative and multidisciplinary approaches to address health inequities and implements them through building partnerships with a variety of stakeholders across sectors; and offers technical assistance to others implementing those approaches.

    Strengthening the UTMB health information system to reduce health disparities

    The final report for the 1115 Waiver extension year is to update the three disparities identified in the past five years, report the new activities accomplished in the last year (10/01/2016~09/30/2017), and summarize the lessons learned from this project. The report focuses on how a project is carried out to make positive impacts on the health system (i.e. building electronic health records) which allows for academic research, clinical decision making, and institutional strategic planning.

    Documenting health and healthcare disparities in the UTMB patient and community population : the 3rd disparity documentation report fulfilling DSRIP performance measure I-11.1

    The UTMB Center to Eliminate Health Disparities (CEHD) chose the REAL Data project on Race, Ethnicity and Language (REAL) disparities as one of its selected projects under the State of Texas 1115 Medicaid Waiver. The purpose of the project is to use the growing set of information resources in the hospital’s electronic health record (EHR) and administrative data systems to identify disparities in health and health care in the UTMB patient population. The ultimate goal of this project is to improve the equitable delivery of high quality care to all racial and ethnic groups in our diverse patient population.

    The Center to Eliminate Health Disparities (CEHD) presents this Third Improvement Plan to address disparities in UTMB patient health outcomes. The report is a required deliverable for “Strengthening the UTMB Health Information System to Reduce Health Disparities”, a Region 2 Texas Medicaid 1115 Waiver project supported by the Delivery System Reform Incentive Payment (DSRIP) program. We refer to the project as the “REAL (Race, Ethnicity and Language) data project”.

    The UTMB Center to Eliminate Health Disparities (CEHD) chose the REAL Data project on Race, Ethnicity and Language disparities as one of its selected projects under the State of Texas 1115 Medicaid Waiver. The purpose of the project is to use the growing set of information resources in the hospital’s electronic health record (EHR) and administrative data systems to identify disparities in health and health care in the UTMB patient population. The ultimate goal of this project is to improve the equitable delivery of high quality care to all racial and ethnic groups in our diverse patient population. This is CEHD’s second disparities report focusing on disparities in patients hospitalized with heart failure. Race, ethnicity (Hispanic Origin), and primary payer are assessed as potential sources of disparity. Data are presented on three racial and ethnic populations in the UTMB patient population: Non-Hispanic Whites, Non-Hispanic Blacks, and Hispanics along with four payer status: Commercial, Medicare, Medicaid and Indigent, and Other Type of Payers such as military plans.

    This report is an improvement plan consisting of recommendations to address three disparities uncovered in an analysis of UTMB inpatient data. In addition, the report details recommended actions to address health disparities in a coordinated way at UTMB. These more general recommendations are based on published guidance documents from professional organizations and best practices utilized by health systems that are nationally recognized leaders in addressing health disparities. More important, they represent a planned course of action that will (1) enable UTMB to address documented health disparities, and (2) build on existing infrastructure to create the capacity for UTMB to become a national leader in reducing health disparities.

    The report will give a summary overview of race and ethnic groups in the UTMB patient base in order to better understand the context for racial and ethnic disparities in the UTMB patient population. Different racial and ethnic groups use different UTMB services for different reasons, and encounter UTMB in different settings. This summary sets the context to understand these differences.
